Councillor Column – Cr Cornish

It has been a busy few weeks across Hepburn Shire, with community groups continuing to make an important conrtribution to the wellbeing and vibrancy of our towns.

I attended the Annual General Meeting of the Kingston Friends of the Avenue Committee and acknowledge the guest speaker Evelyn Wright, local historian and archivist with the Creswick Museum, together with the dedication of its members and volunteers who continue to care for and preserve this important local heritage asset.

Our avenue of honour is over 108 years old and provides a lasting connection to our history and to those who have served our country.

October is also Victorian Seniors Festival month, with a range of activities providing opportunities for older residents to stay connected, active and involved in their communities. I encourage our senior residents to take advantage of these events and the opportunities they provide to meet and socialise.

An important development for local government is the Royal Assent of the Local Government Legislation Amendment (Stronger Communities) Act 2026. The legislation introduces reforms relating to council governance, integrity and accountability, including changes to councillor stand-down provisions. These changes are particularly relevant to councils across Victoria and reinforce the importance of clear governance processes and public confidence in local government.

Another key priority for Hepburn Shire is our long-term financial sustainability. Council must continue to make responsible, evidence-based decisions that protect essential services, maintain community assets and ensure our resources are directed towards the needs of our towns and residents.

I also acknowledge the many volunteers, community organisations and local businesses whose ongoing contributions help make Hepburn Shire a strong and connected community.

The Hepburn Shire budget was recently endorsed by Council. It proved to be a difficult budget considering the financial pressures confronting councils across Victoria due to rising costs, limited revenue growth, rate capping, ageing infrastructure and increasing demand for services.
