At its September meeting, Council will receive reports regarding Council’s financial position and the independent review of its long-term financial plan.
Interim CEO, Janet Dore, said Hepburn Shire, like many rural councils across Victoria, is facing significant financial sustainability pressures.
An independent review of Council’s adopted Long-term Financial Plan is a key initiative in the 2026/27 Budget.
“We acknowledge our financial position and are taking proactive steps to manage our budget. In recent years Council has made some difficult decisions, including reducing expenditure and securing a rate cap variation, but further tough choices will be needed in the future to ensure we operate within our means,” she said.
Council’s cash flow has been significantly impacted by unpaid rates, along with the timing of government grants.
“Rates are Council’s main source of revenue and help fund essential community services and infrastructure. Of our 8,000 residential ratepayers, 1,000 have overdue rates and only 200 are on payment plans. We strongly encourage ratepayers experiencing financial hardship to contact us so we can discuss payment options,” Ms Dore said.
Over the next six months, each Council meeting will include items focused on Council’s financial position. These will cover budget reviews, alternative revenue opportunities and long-term financial planning. Community input will be welcomed at key points during the year.
